Until now the analyst could only find and quote what the district's own record says. Plexus 1.0 adds a second source of knowledge: a researched model of how a California school district is expected to work — what the law requires of it, what is typical, what good practice looks like, and the warning signs of trouble, each with its deadline and the statute or guidance it comes from. That model is built separately, from public sources, and says nothing about Newark in particular.
